It turns out that hell is a metafictional construct representing the story, and all major characters at this juncture, each who has died at least once if not many times already, have gathered and await their release. It also seems that this final gathering in hell is stuck in the middle of the story, in a part which is completely inaccessible to the typical readthrough because the links don't pass through this part of the story in linear fashion. The only way to get here is by becoming a jester in this part of the story to witness the climactic moment.
As it happens, Hella Jester alone is the key to escaping hell… another mind blowing twist! You have no idea how the authors just keep spinning gold out of shit like this, it's unreal.
